Judge rules he can't force mayor outcome

A Pulaski County circuit judge ruled Tuesday that he doesn't have the authority to force Gov. Mike Beebe to certify an Altus man as the mayor of the northwest Arkansas town, a decision that sets up 61-year-old Gary Zolliecoffer for his third Arkansas Supreme Court appeal over the race he won in 2006.
