President Barack Obama, using emergency powers employed by Presidents George W. Bush and Bill Clinton before him and citing the national unemployment rate and the budget-busting federal payroll, notified Congress he is reducing 2010 pay increases for federal workers from 2.4 percent to 2 percent.
