Health bill hits rich with surtax

House Speaker Nancy Pelosi of California announces the health care overhaul bill on Capitol Hill in Washington.

House leaders unveiled an $894 billion plan to overhaul the U.S. health system by creating a governmentrun insurance program, requiring employers to cover workers and imposing a surtax on the wealthiest Americans.
