Beebe encourages look at alternatives to jailing

Gov. Mike Beebe has urged state prison and law enforcement officials, judges and prosecutors to consider “new and existing ideas to punish people beyond traditional incarceration,” particularly for nonviolent offenders, a spokesman for the governor said Tuesday.
