Justice Antonin Scalia told a Tucson, Ariz., crowd that those who want the courts to view the U.S. Constitution through contemporary lenses are seeking rigidity, not flexibility, in the country’s justice system, while fellow Supreme Court Justice Stephen Breyer said judges should consider current conditions because society’s values have changed since the 18th century.
