Psychologist: Vance low IQ merits testing

Suspect likely retarded, he states in court filings

Curtis Lavelle Vance’s poor performance in school, failure to earn a high-school diploma, inability to hold a job, lack of a driver’s license and failure to live independently are indications he is mentally retarded, when taken into consideration with his IQ, a defense psychologist has reported in court filings.
