100 YEARS AGO Oct. 23, 1909 Sixteen complaints regarding the assessments in the East Second street improvement district were heard by the Finance Committee of the City Council. At the conclusion of the hearing, the members of the committee took the complaints under advisement and stated that they would announce the results of the investigation in a day or two.
