Lowell council tables planning-boundary change

The shorthanded board was leaning toward inaction.

It will be two weeks before the City Council makes a decision on the city’s planning boundaries, but the five council members in attendance during Tuesday’s meeting were leaning toward doing nothing but drawing a line in the sand.
