Paving a short stretch of Elk Road along the congested stretch of Arkansas Highway 112 near Central Park Elementary School would create an attractive alternate route, but whose responsibility is it?

The driver of a sport utility vehicle bounced and splashed its way through the ruts and puddles on Elk Road in Cave Springs on Tuesday.

Elk Road probably doesn’t mean a whole lot to most people in the region. In fact, there’s a pretty good chance it means absolutely nothing. But spend a morning maneuvering through the near chaos of morning drop-off at Central Park Elementary School at Morning Star and Pinecrest Private School on Bentonville’s southwest side, and you may very well take notice. Figure in the flood of traffic
