Execution protocol argued at state court

A law passed this year by the Legislature codifying the state’s execution protocol either violates the constitutional rights of a Death Row inmate or makes his lawsuit against the procedure moot, opposing attorneys argued Thursday before the Arkansas Supreme Court.
