Hayes is behind bars, but system needs tweaking

Early Friday, U.S. Marshals captured Terry Hayes near Gravette in Benton County. Pleading he was innocent of the charges brought against him (he was convicted Sept. 24 of aggravated assault, terroristic threatening, endangering the welfare of a minor, witness intimidation and being a felon in possession of a firearm), authorities ultimately found a man with a clean-shaven head who was resisting arrest.
