New texting law has its hang-ups
Police scratching their heads over when, how to enforce it

The first day of Paul's Law and its sister statute, which together place restrictions on electronic messaging while driving and wireless phone use by people younger than age 18, was met Thursday with widespread confusion among law-enforcement professionals all over Arkansas.
