GOP: Health ideas ignored, says plans would have lowered costs

House Democrats missed opportunities to improve the Housepassed health-care bill when they rejected Republican ideas to limit lawsuits and give states more flexibility to enact innovative changes, a GOP lawmaker said Saturday.
