Legislators tour new prison for convicts with disabilities

In a newly completed prison barracks at the Special Needs Unit in Malvern, rows of concrete cubicles stand ready to provide a place for inmates to sleep and store their belongings. Nearby, a space for inmates to congregate and watch television opens into a sunlit courtyard where inmates could exercise or just get some fresh air.
