BELLA VISTA The City Council eyed the 2010 budget for the first time at a work session on Oct. 29.
The draft of the $8.2 million revenue general budget refl ects $7.5 million in expenses. The street fund has $1.6 million in income and expenses of $2.3 million. The di◊erence will be made up out of the excess in the general fund.
Mayor Frank Anderson intends to have the budget ready for a vote at the November council meeting.
“I don’t envision any significant changes,” he said.
A supplemental budget for sales-tax revenue, should Bella Vista residents approve the proposed 1 percent, will be included. Anderson said he anticipates the tax would begin in March with revenue to the city beginning in May.
Estimating $50,000 per month in revenue, Anderson plans to hire Fire or PoliceDepartment personnel in groups of three - one per shift, as the budget allows.
One of the line items includes a salary for a codeenforcement person to start at some point during the year, most likely in the spring “when everything starts to grow,” Anderson said.Alderman Doug Farner asked if the code-enforcement person could start inJanuary because his constituents’ main complaint is that no one is enforcing code violations, such as parking.
Aldermen Dick Rooney and George Holmes agreed. Rooney did express concern that enforcing ordinances might tie up the courts and the city attorney.
Anderson replied that most ordinance violations would not go to court.
