Why Congress works at snail’s pace

A Jewish friend recently confided, “Health care, schmelth care — so get it over with already !” She probably reflects the feelings of many. The proposed health-care legislation was introduced in Congress about four months ago, and the politicians, press and pressure groups have made it their cause célèbre ever since. Final votes and an end to all of the political hype are just around the corner. The House, Senate and corporate interests will have reached agreement and will soon be moving on to other matters.
