Springdale changes alcohol rules

SPRINGDALE The City Council on Tuesday updated the Code of Ordinances by approving items related to the sale of beer, wine and liquor.
The ordinances were proposed after a recent state Alcoholic Beverage Control Board decision to give a beer permit to Murphy Express, a convenience store and gas station on U.S. 412 in west Springdale. City Attorney Jeff Harper said he expects more stores to apply for beer permits now that Murphy Express was approved, hence the need to change the code.
The council struck an old ordinance forbidding the sale of beer in conjunction with other merchandise such as sporting goods, groceries "or any other business unrelated to the sale of liquor, beer or wine." The city law ran contrary to the state regulation, which had no such prohibition.
Aldermen also passed an ordinance in compliance with state law that allows "on-premises" alcohol sales between 10 a.m. and midnight on Sundays. The City Council has the authority to restrict those hours.
The proposals were approved with emergency clauses, meaning they took effect immediately.
Also on Tuesday, the City Council upheld the Planning Commission's decision to rezone a 40-acre tract from residential to institutional use.
That decision allows Youth Bridge, a nonprofit mental health and substance-abuse treatment facility for teens, the zoning it needs to build a new facility.
Youth Bridge is trying to consolidate its Washington County operations on the 40-acre tract at Don Tyson Parkway and George Anderson Road.
Youth Bridge sites currently are clustered around the city limits of Fayetteville and Springdale along Arkansas 265.
