Three items approved unanimously by council

— Subdivision standards, an ordinance controlling rights of way, and a revised sign code were all unanimously approved by City Council members at their meeting Monday.

The subdivision ordinance removed the requirement for pedestrian accommodations in new singlefamily and two-family residential areas.

Alderwoman Arline Hutchinson read a prepared statement before the vote, citing smart-growth plans with stores and restaurants near residential areas and the health benefits of walking.

"We have eliminated this concept at the expense of future residents because of the cost to the developers, no matter the benefit to the residents," she said.

The rights-of-way ordinance was discussed at a work session July 15. The ordinance will require residents to obtain a permit for any work in a right of way except for the initial placement of a mailbox and driveway.

The sign-code ordinance, enacted in September, received three large changes and several small ones.

Added to the original ordinance is a provision to allow placement of signs on bridges after permitting.

In other business, the council took the following actions:

◊Passed unanimously a resolution authorizing the city clerk-treasurer to establish a seizure account for the Police Department;

◊Approved the lease for the Police Department and Fire Department facility at a cost of $150 per month; and

◊Passed unanimously an amendment to the parking ordinance, an action that closed the loophole of allowing parking on residential lots. The amendment was enacted under an emergency clause and will go into effect immediately.

The next regular meeting of the Bella Vista City Council will be at 6:30 p.m. Aug. 24 in the lower-level studio of the Bella Vista Community TV station, in the Highlands Crossing Center, 1801 Forest Hills Blvd.

Yard-sale signs may now be made of paper or cardboard if laminated.

The use of wind-blown devices, such as pennants or air-blown balloons, will not be allowed in commercial areas now, in addition to the residential prohibition.

Proposed zoning regulations were heard for the first time, and the City Council scheduled a work session for Wednesday afternoon to discuss them in greater detail.
