The 8-3 vote, which deals a small increase to Little Rock residential customers and a substantial decrease to Little Rock commercial customers, came as a blow to Little Rock Mayor Jim Dailey and North Little Rock Mayor Patrick Henry Hays. Dailey had hoped to avoid an outcome that Hays has warned might destroy their cities’ amicable relationship.
