100 YEARS AGO Dec. 13, 1909 The Penitentiary Board expects to transfer from its fund to the general revenue fund $10,000 some time this week. The amount to be transferred will come from the Rose City Oil Mill Company in payment for a lot of cottonseed recently purchased from the board. According to the terms of the sale, the seed was to be delivered at the state farm landing. On account of the low stage of the river, no steamboat was able to navigate the river as far as Cummings until within the last few days.
