Lawmaker worried about funding from tobacco tax, lottery

They depend on voluntary participation, but both the state's tobacco tax and the state lottery, proceeds from which will be like a tax, are problematic as sources of funding, said state Rep. Donna Hutchinson, RBella Vista.
