N.M. governor inquiry wrapping up; charges unlikely

Federal authorities are wrapping up a pay-to-play investigation in New Mexico that prompted Gov. Bill Richardson to back away this year from serving as commerce secretary in President Barack Obama's Cabinet, with criminal charges against the Democrat and his top aides now appearing unlikely, according to three sources familiar with the case.
