Lowell wins Arkansas Shine Award for second straight year

The letter the city of Lowell sent to Keep Arkansas Beautiful was five pages of detailed descriptions of the city's efforts to improve its community socially, economically and aesthetically. The letter that came back was one page long, but it started positively.
