Beebe's addresses were peppered with jabs at his friends.

It's never a surprise to see John Sampier at any event at Rogers, and it's even less surprising to learn he's on the board of the event's hosts. The former mayor is now the head of the Northwest Arkansas Conservation Authority, but he was at Embassy Suites by at least 8:30 a.m. Tuesday because he was on the board of the Illinois River Watershed Partnership.
