State panel considers road needs, how to pay

The federal government finds itself in the same pickle as Arkansas and other states in regard to highway funding: declining revenue weighed against rising transportation needs, U.S. Rep. Vic Snyder, D-Ark., told a panel formed to find more cash for state, county and city roads.
