Rogers homebuilder is fined $513,740

A penalty of more than $500,000 assessed against Cooper Land Development Inc. is the largest of its kind in Arkansas and part of a national crackdown on storm-water containment violations in the home construction industry and other construction related businesses, according to the U.S. Environmental Protection Agency.
