Development and dead ends

Though it was more than five years ago, Phil Baldwin remembers the evening quite well. Baldwin, an Arkadelphia resident who's the president and chief executive officer of Southern Bancorp, had just finished a meeting in Phillips County. He had spent the evening advocating better cooperation between Helena and West Helena.
