Sept. 28 lottery called 'do-able'
Halter says projected start of ticket sales isn't too soon

Lt. Gov. Bill Halter said Wednesday that he believes Arkansas' lottery can begin selling lottery tickets on Sept. 28, though several lawmakers said they're worried that the lottery is moving too quickly.
