WHATEVER HAPPENED TO? IN-STREET TRAFFIC SIGNALS : Unidentified signaling object

In Rogers, one picture tells two different stories.

Gary Townzen, at his barbershop but acting as local historian, pulls out a photo. It's grainy, pixelated and unclear. The unidentified object in the center of the intersection of Second and Elm looks like it should be flying. If it's a manhole cover, it doesn't lead past the dirt under the brick roads.
