State senator speaks her mind a little too late

Nearly 63 percent of voters agreed last November to authorize the state of Arkansas to set up a lottery to raise money for college scholarships. Less than five months later, the Legislature obliged by passing the Arkansas Scholarship Lottery Act, which was approved unanimously by both the House and the Senate before Gov. Mike Beebe signed it.
