Arrests Springdale Felipe Cenobio, 35, of 27 Applegate Drive Apt. B was arrested Thursday in connection with felony second-degree domestic battery. Cenobio was in the Washington County Jail on Friday without bond. Washington County Sheriff’s Office Christopher Brown, 44, of 4703 Redwood St. in Springdale was arrested Thursday in connection with two felony counts of first-degree terroristic threatening, possession of drug paraphernalia with intent to manufacture, possession of drug paraphernalia and a misdemeanor charge of thirddegree domestic battery.
