Mayor Proposes Restrictions on Illegals

ROGERS -- Mayor Steve Womack is so angry that illegal immigrants were likely involved in Friday's shooting of a Rogers police officer that he wants some local laws to address the issue.

Womack confirmed Thursday he has asked City Attorney Ben Lipscomb to look into possible city ordinances addressing the issue.

Womack said it's unacceptable more than half the hard drug cases city narcotics officers deal with involve illegal immigrants.

"If something's not done about it, we're going to lose control of the quality lifestyle we enjoy," he said Thursday.

Manny Gomez, president of the local chapter of the League of United Latin American Citizens, is "surprised" Womack would react so strongly to what he called "an isolated incident." Drugs are a growing problem everywhere and aren't limited to just illegal immigrants bringing them in, Gomez said.

"You're going to get everything coming across the border," Gomez said. "You're not going to get just angels or hard working people."

    R. Shawn McGrew, who is active politically and a member of the group, said such local regulations will send the wrong message about a community that's becoming known for its diversity and the economic development it supports. Illegal immigration needs to be addressed on a national level, he said.

"We need to continue to encourage diversity and unity in the community, not go backwards," McGrew said.

In an e-mail this week to Rogers City Council members, a copy of which was obtained through an Arkansas Freedom of Information request, Womack wrote the intent is "not to come across anti-immigrant" but to address an issue that isn't being properly addressed on a national level.

"We have many wonderful immigrant people who are doing the right thing, doing the things expected of people who come to our country," he said Thursday, adding those immigrants should be just as concerned about those who are here illegally.

With the e-mail to council members, Womack attached copies of a law from Hazleton, Penn., as "information only" and noted he asked the city's legal staff to come up with possible ordinances on the issue that will be "useful" to Rogers.

Lipscomb said Thursday he believes the Pennsylvania law is "rock solid," and defensible legally. It addresses the issue as "a nuisance" and nuisance abatement is something the city has plenty of power to regulate, he said. He's planning to present Womack with a similar ordinance for Rogers, but he said it will have stronger language when it comes to what constitutes a nuisance.

The Hazleton law, the Illegal Immigration Relief Act, calls for a $1,000-per-day fine on any landlord who rents to an illegal immigrant and revokes for five years the business license of any business hiring an illegal immigrant. It also makes English the city's official language and bans city employees from translating documents without official authorization.

Womack said he hopes his suggestion generates some "wholesome constructive discussion" that will help Rogers officials address the issue.

Alderman Mark Kruger declined to comment on the plan until he sees a proposed ordinance. Alderman Bob Goodwin said he'll support it if it helps out the Rogers Police Department.

Womack, who is running unopposed for his position in November, said he knows the suggestion may affect the next election. But, he said, "there's no good solutions for what we're facing and somebody has to do something."

    Local Immigration Law

Rogers Mayor Steve Womack has suggested the city consider new regulations to deal with illegal immigrants. In an e-mail informing Rogers City Council members of his proposal, Womack wrote, "We have businesses employing them and landlords renting to them. That said, perhaps it is time our city took a leadership position that members of Congress are apparently unwilling to take."

Mayor Womack, you are starting what should be done all over the country since the Feds are not addressing the problem. If LULAC would stop their knee-jerk whining long enough to read the Mayor's proposal, they might just find the ordinance would make a better community for everyone in Rogers including the legal immigrants. It's hard to pay much attention to their protests when they are being advocates for people who are violating U.S. law. The dope dealers who have been caught recently are illegals with major amounts of meth. Ask any law enforcement officer and they will tell you the majority of meth seized in NWA originated south of the border. It's not bashing any culture, it's reality and it's a problem. "

Just whine about how they are profiled (Hmm, maybe because you shot cops more then other races, live 20 to an apartment, wave the flag of the nation that COULD NOT SUPPORT YOU DUE TO CORRUPTION, etc.), They whine about how they are treated (should I list more?) Regulations like this will protect everyone, and help drive the crime rate down. If they know some one is checking, they might just stay away from the area. We dont need the crime. I just hope that it is not too late. Oh, and by the way, my last name is Cortez, and I am an American Citizen, born and raised in the USA, but of Hispanic Ancestry. We Americans want to gripe and complain about illegals taking our jobs and breaking the laws, but we still want to pay them the cheaper wages for doing the landscaping and all the other jobs that they will do cheaper than the Americans. As for economic impact, I tell the truth when I say; I have been in the grocery line with hispanic's and watch them picking which food card to use (MO, AR, or OK) to pay with and not able to speak one word of Engish. The mayor is on the right track, but we must do more. Cut off the free food. Stop making the schools pander to non-english speaking students (Latino) and stop giving them a free ride. We have laws already, we just need to inforce them. No one is inforceing the laws. And don't let them say we are unfair when we do up hold the laws of OUR land! I was in the crosswalk when I noticed the exit door opened and a cart came rolling out at a very fast rate. As it neared the crosswalk, I noticed it had groceries in it. Fearing it would hit a car or person, I stopped it. THEN I found a new-born baby in it!!! I looked in the store when a lady came out. I asked her if the baby was hers; she said no!! She waited with me for around 30 SECONDS before a HISPANIC couple with ANOTHER baby came out of the store!! I asked them if this was their baby & basket full of groceries; they looked and said "OH", and took the basket and WALKED ON!! No concern for the baby; no thank you to me, NOTHING!! The bewildered lady that was standing with me said "so that's the thanks you get, huh?" It's kind of hard to accept that type of person into our country when they don't even care about their own!! This is a true story; there were 3 other witnesses. "

Florida is being overrun by illegals and if Rogers doesn't do something about it, it will be the same there. Illegals are taking low paying jobs that the legals could be taking for a better wage. Blame some of it on the people doing the hiring. It is a never ending circle and it has to be stopped. "

After all, everyone knows that a lot of meth-amphetamine use takes place in such neighborhoods and some people who wear baseball caps backwards are drug users. As for illegal immigration, I would suggest that anyone who wants to understand it better take a look at the so-called maquiladoras. These are sweat shops that have moved from the United States to Mexico, many of them in the border regions. These are infamous for treating their employees as not much better than slaves and they pay that way. Recently, it was reported that the largest salt mine in the world which lies in Baja California was paying their workers 30 cents per day. Additionally, these businesses have horrific worker-safety records, and are dumping their toxic wastes into residential areas. So what do you expect these people to do Mayor Womack? This past July, the Mexican people tried to do something about it by voting overwhelmingly for López Obrador. But he's a leftist and believes in social programs for his people. So, with the help of the Bush Administration, massive voter fraud took place in their country. The wealthy elite have managed to stay in control and the people continue to be exploited. Of course, when they come here, the only option they may have to feed their families, they are all thrown into one criminal lump. How sad! "

" Americans encouraged relatively free and open immigration during the eighteenth and early nineteenth centuries, and did not question that policy until the late 1800s. After certain states passed immigration laws following the Civil War, the Supreme Court in 1875 declared that regulation of immigration is a Federal responsibility. Thus, as the number of immigrants rose in the 1880s and economic conditions in some areas worsened, Congress began to issue immigration legislation. The Chinese Exclusion Act of 1882 and Alien Contract Labor laws of 1885 and 1887 prohibited certain laborers from immigrating to the United States. The more general Immigration Act of 1882 levied a head tax of fifty cents on each immigrant and blocked (or excluded) the entry of idiots, lunatics, convicts, and persons likely to become a public charge. These national immigration laws created the need for a Federal enforcement agency. "

Not all of the hispanic people are bad, there are good and bad in all cultures. What I am trying to say that even, if we are law abiding citizen's we need to understand why some of the hispanics here are illegal. Some of the Hispanics that are illegal do have families and want something better for themselves. They can't live their lives on 60 dollars per week in Mexico or any other Third Country. You don't stop to think that not all Hispanics are bad. You just said "send the illegals back home" and some of them don't have anything to do with the ones that commit the crimes that are committed. If you can multiply thats $7,986,400.00 of unclaimed taxes, do you have any idea why? Because those illegal immigrants that are afraid to obtain an ITIN (look it up) to file their yearly income taxes, so therefore they do not file their tax returns and guess what if they over paid the government, some one gets to keep that money and guess what thats not me. Federal law says these folks have a three-year window of opportunity from the original filing deadline, which was April 2003, to claim their old refunds. That gives them until this April 17 to submit the proper paperwork. After that date, UNCLE SAM GETS TO KEEP THAT CASH. The IRS estimates that the median refund -- meaning half of the checks will be larger and half smaller -- is $570 and some of the money is owed to taxpayers in every state, as well as to residents of U.S. territories and military filers who didn't file returns that year. California is home to the most taxpayers (more than 197,000) who didn't send in returns years ago, accounting for almost $219 million of the total unclaimed pot. But New Hampshire residents will likely collect larger checks. The Granite State's median unclaimed refund is $668. And technically, the biggest refunds, with a median unclaimed check of $749, are owed to nonfiling members of the armed forces who are stationed in various locations. Not an uncommon oversight Despite the staggering amount, the IRS says that unclaimed refund money is not that unusual. guess where the majority of this taxes come from. "

Undocumented immigrants don't wait around for someone to find them; they find work on their own. That's why most people have dealt with illegal immigrants and haven't even known it: that busboy at the restaurant, the housecleaner or office cleaner, the nanny, the yard worker, the guy who strung your Christmas lights, etc. Their number one objective in addition to doing their jobs is to avoid detection. All the undocumented immigrants I have ever known have been careful to buy only what they can afford and to use cash. Yes, they send money home but they also save for those emergencies they know will come. They pay for their medical expenses in cash. To the vast majority, it would be shameful to ask for a handout, not to mention stupid since it raises their profile on government databases. Yes there have been illegals that don't obey the law and those are the ones that should be punished for there crime, Yes being here illegal is not right but what do you do when you have no option, what would you do if your kids were starving? To someone like you, a person so completely committed to the ideal that there are NO differences across racial groups when it comes to propensity for criminal behavior, racial profiling is a very CREATIVE explanation for the obviously higher rates of crime among hispanics. In fact, all shortcomings of every group when compared to WHITES must be the fault of racist Whites. If we're all equal, then there must be some explanation. Right? On the flipside, you're the same type of people clamoring for more DIVERSITY. If we're all the same, as you suppose, then how can there be ANY diversity? Your attempt at logic is absurd. Our communities are NOT improved by having these Mexicans here. In fact, they are damaged in quite easily demonstrable ways. The truth is simple to see, yet you refuse to see it because TRUTH has no place in your twisted world view. "

Besides, illegals earn low wages, have so many dependents, and fake SSN's and improperly use their ITIN's that they get huge refunds back. Those who don't file, claim 10 exemptions on their W4's that they get nothing taken out. PAYING TAXES DOES NOT LEGITIMIZE AN ILLEGAL ALIEN. 2. Yes, white people took this land by force of arms from the indians. That's world history. The Jews forcibly took Palestine from the Philistines and Canaanites. Mexicans forcibly took their land from the Aztecs and Mayans. Cortez killed many indians so Mexico could exist. Pizarro killed off the Incas. The Normans conquered England in 1066 and displaced the Saxons. And on and on. The fact that this country belonged to the indians is irrelevant. This does not justify or excuse illegal immigration. This country is great because it was founded by the English. Hispanic countries were founded by the Spanish over a century before Jamestown, VA (1607). Hispanics had their chance to create an American empire south of the Rio Grande. You failed! Obviously, your way doesn't work. Our way does! You need to assimilate our culture. "

I gave him a puzzled look. So he changed the subject. Question: Is any one concerned about the implications of this proposed ordinance? I am legal, of hispanic ancestry and an educator in this town. Question: What are we going to do with the sex offenders, rapists, drug addicts and murderers.....I know let's not permit them to move in next door or to work with our children. Let me inform you I picked up my son after football practice and some parents have seen an anglo man remarking to our young football players how sexy they look. Question: What will be done to this person who might just be a sex offender? Our children are in danger. Some of our parents in Bentonville know what I am talking about....Yes, I strongly believe that some illegal immigrants are breaking laws, along with sex offenders, rapists, and murders of all nationalities. Let's get them all out of town all at once! I enjoy my freedom as a Hispanic American Citizen. I did not welcome the remark by that business man. "

Morning News of Northwest Arkansas – ROGERS -- A new deputy inspection official was approved for the city of Rogers on Tuesday, but at least two members of the City Council aren't happy with plans for the new employee to be housed in an office not owned by the city. Mayor Steve Womack has said he plans to accept an offer by the developers of the Pinnacle Promenade to provide office space for the city's inspection officials, to help facilitate inspections over the next few years as construction continues in the southwest corner of the city. Alderman Greg Hines said he's in full support of expanding the city inspection department and he even likes the idea of having a second-in-command to Ernie Bradford, the city's chief building inspector. But Hines and Alderman Jim Clark both said they didn't like the idea of a city employee working from an office paid for by local developers. Clark called it "a control issue" and compared it to school resource officers who he said sometimes get to thinking more like a school employee than a law enforcement officer. "I don't want any city employee reporting to an office that is not owned by the city," Hines said. City Attorney Ben Lipscomb said after the council session that the mayor has the "ultimate authority" to decide personnel issues for the city. He said that, if the council truly objects, it can pass an ordinance that would prohibit city employees from working from offices not belonging to the city. The mayor can also choose to veto such an ordinance, Lipscomb said. Hines said he feels strongly about the issue and would be willing to sponsor an ordinance prohibiting offices that aren't on city property for employees. "

Of course I don't for them to give up their culture, but they did come to this country for a BETTER, DIFFERENT life. No one has to give up their beliefs, just learn to live with the standars that exist in the culture you came to, because if we don't there is always going to be conflict. And for those racist people, get out of your little box that you live in and also learn to appreciate other cultures. That is all everyone needs. Just learn to accept each other the way they are not the way the bible says they should be. Just learn to love and cherish people, because they might help you someday. By the way I think that everyone that reads this should see a good movie that touches these subjects. It's CRASH. It's a good movie and maybe it will help you to think differently. "
